     Presumably by "use" they mean "adopt into product & distribute", at least, that's what I think they mean. Conversation is muddled.

     I'm arguing that #CLA's aren't needed & I encourage *all* !Conservancy projects to use inbound=outbound,maybe w/DCO. Wish #Fedora'd do same!

     @bkuhn typical #Fedora contributions are atypical, but good argument that no contributor agreement necessary. Exists for historical reasons.

     #Fedora policy *isn't* "effectively inbound=outbound" but "all contributions permissively licensed by default". Lazy outcome should be i=b.
