Reading #Boost SC thread on #CLA's - there are companies that don't want to *use* sw because project has no CLA? New 1 on me. cc: @bkuhn

Presumably by "use" they mean "adopt into product & distribute", at least, that's what I think they mean. Conversation is muddled.

I'm arguing that #CLA's aren't needed & I encourage *all* !Conservancy projects to use inbound=outbound,maybe w/DCO. Wish #Fedora'd do same!

#Fedora policy *isn't* "effectively inbound=outbound" but "all contributions permissively licensed by default". Lazy outcome should be i=b.
